Dear friends,
I have some questions as below:

We will set up a stage server(1) in New Delhi, a production server(2) in New Delhi, a stage server(3) in US, a production server(4) in US.

The client software will work against the stage servers. When the analysts are pleased they will deploy their work to the production server.

The servers will send data to each other in the following schema :

1 -> 2, 3 -> 4 -> 1

My questions are:

1) How would I set up the flow of data, what technology would I use ?
2) How would I monitor the data flow ?

Additional information: We are not using enterprise edition of Oracle.We are using standard edition of Oracle.
Can I use "Oracle Net8" in this purpose?

i think in ur case u can using streem pool in sga this is the utility that can make capture of data from server to another in same time but how can u use it i don`it know but u can get more info by searching through internet

to install oracle forms and report 11g you need first to install oracle weblogic server
and here is the link to how to install weblogic server

Roll Forward Physical standby database in 12c

As you are aware that rolling forward a physical standby via an incremental SCN backup method is the simplest method of getting your standby database with lag into sync with the primary database.
