See & modify the attributes of Oracle Restart resources with crsctl
I am presently teaching 11gR2 New Features for DBAs on a Private Event, where one attendee asked how we could retrieve and possibly modify the restart attempts, ohasd is trying for a resource, governed by Oracle Restart:
